I've just finished my first game and found that the REF was a bit disappointing. After all I've read here I've only started to produce liberty bells once I had my arms factory built. The REF wasn't too strong, about the same number of soldiers as I had.
They however had only 4 man o war. In the first invasion vague all 4 participate, when the second one came 2 were gone.
I certainly didn't sink them by accident as I had no war ships. Perhaps they lost 2 99% battles against my merchant ships without them being harmed at all. I doubt it though.
The problem after that point was, that the REF had too few ships to transport their units to the new world and the war was pretty boring waiting for them to arrive. I ended the war then by going to Europe and buying 4 ships of line and sinking the 2 remaining man o war. Otherwise I would probably have lost due to time.
Besides my arms factory I had a few colonist pumps so I ended up producing a soldier per turn and a canon every 5 turns. Basically I produced units as fast as the REF managed to bring them to the new world.
I think that the REF should only be allowed to ship units for a certain number of turns. Otherwise it basically has won if it only has one man o war and the player has no shipyard because it doesn't manage to ship all of its soldiers before the 300 turns are up.
