Could we cap the effectiveness of bombardment (the reduction of city defenses) to some proportion of the max? Fifty percent or so? So if you shell a fortress, it's only going to go down to 75% bonus at a minimum.
That way, artillery and naval support still have an impact, without making fortresses obsolete.
Actually, I think this would be a pretty good change for Civ IV as well. It's kind of silly that you can remove every advantage of being in a city through bombardment. Especially considering that, historically, shelling a city would only weaken defenses to a certain point. After that, rubble and ruins provided ad hoc cover to the defenders.
I'm imagining this is a quick edit in the XML. If it's more than that, it might not be worth it.
