I have played 3 games now and have not seen expert trappers or sugar planters. I have searched all the indian tribes and none of them have had the skill.
They are both available. Sometimes, the Native tribes develop more cities, and the new cities have them.
I played a game where the first run around the continent was all Expert Fishermen and Farmers. Then after a while, there was another city with some Suger Planters.
I've also definitely seen the expert trappers in every game. Check the North & South Poles.
No, most of the raw materials specialists can NOT be purchased in Europe. Tobacco, Cotton, Sugar Planters, and Fur Trappers, must be trained at native villages. Seasoned Scouts also can not be bought, but do occasionally show up on the docks.

normally u can only leave ur colonist to to Indian camp to train as cotton planter, sugar planter, tobacco planter and trapper, but it seems that there are only 1 cotton, sugar and trapper in each map while a lot of tobacco's around the continent, does it mean ppl from new world like to smoke? errrrrrrrrrrr
If you play on larger maps, there are often plenty of specialists. sometimes the maps generate so that there are few tribes in a certain terrain type (the specialists seem to be determined on terrain, you never see fur trappers in the jungle etc) so it seems smaller.
Train your production masters (and elders etc.) in your towns, let the indians deal with the harvester specialists. And they're free!

I think you have to have somebody of that type already in the city to "teach" the new guy. So, you have to get at least one sugar planter elsewhere before the university can make you a new one.
