    It seems from recent threads that there's an exploit to beating the game by scheming to minimize the REF. I'm not that keen on modding, and am curious about the feasibility of some ideas.
    • Raise starting REF and lower REF increases from liberty bells. I understand the need to balance the advantages of LB production with a stiffer REF, but the current scheme seems to gimp LBs to the point that the only effective plan is to wait until just before the DoI. Perhaps if REF increases were linked to both LBs and trade volume, or some other variable. Would this be in the global XML?
    • Create an event for foreign intervention based on diplomacy. Perhaps the civics that you choose during the revolution could influence the other empires into aiding you. That could bring some of the lamer choices into balance.
    • Allow cultural growth through schools and churches. I know this isn't Civ, but it just doesn't make sense that a town with a university and cathedral would have its culture squashed by the neighbor with a few blowhard politicians and a newspaper. Or maybe it does.

        REF increases need to be vastly lowered on the easier difficulties.

        Easiest - Starts low and stays low
        Hardest - OMFG!
