You can open an existing map in World Builder but there doesn't seem to be a way to create a map from scratch. Any suggestions?

Just clear an existing map. -
I seem to have encountered a bug, wher ein Worldbuilder, when you add some tile bonuses, like Silver, they do not actually have any effect in game. The main map/game screen shows the resource there, but when you go into the settlement screen it is not listed/displayed as being available on that tile.

If you want a map a different size, go into Civ4WorldInfos.xml and temporarily change the sizes to what you want and make a new random map of that size.
