Minimum distance between capitals?

Does anyone know where to find (or how to change) the minimum distance between capitals in Beyond Earth? The AI is forever landing 10-12 hexes away from me on a massive world where there is plenty of room for settlement. While I can wipe them out, it's getting old.

Nope, that seems to be the minimum distance between cities.

I've read it's nine. The game doesn't consider you moving your capital and the AI never moves there's. If you tack that on it's ether 8 or 7 if you picked the perk that allows you to move your capital or not.
