Help needed with Mind Flower

What are the prerequisites for building the Mind Flower? I'm playing as the PAC, have reached level 13 in Harmony, have researched a large amount of the Tech Web, including all the alien and nano techs. The Mind Flower does not show up in the production lists for any of my cities and I can't figure out how to build it. None of the other factions have it or are even close to building it. What am I missing?

F8 for Victories screen will show you the techs you need to get. Click on Transcendance.

Then when you get it, you need to go into the city screen (not from the "change production" map pop-up), select the MindFlower and then click on the tile you want to build it on.

I think I found the answer. I also need Transgenics, Swarm Intelligence and Nanorobotics. I have two out of the three. I'll work on the third and see if that works.
