I think they made a mistake starting Raul who has come in as a sub (I earlier mistook Figo for Raul in an earleir comment about Portugal). Earlier in the tournament Luis Garcia had been linking up very well with Torres and Ramos. He should have started to get the early strike. In addition Raul has that 'aura' and would have been a bigger boost coming on the field as a sub than Garcia.
