X-Com Modding Section

What would be a game without being able to change it to your likings. The question is how to do that. And of course we need a section to answer that question by giving to the modders all the resources they need. For instance what are the file formats, what are the formats of the graphics, what are the tools to edit the graphics.

And of course I need somebody who wants to collect the stuff.
