I heard a lot of opinions about the Secret Police Center (+20% BASE morale).
One was that its useless...
One was that is boosts your base morale, which would make it worthwhile on a planet with a large population >20B....
Others (Stardock included) claim its just the way the developers wanted it to be, and I should quit whining about it...
I tried to test this by building it on a planet with a large population, that already had 4 Zero-G centers (+50% morale) running. I built the SPC instead of one Zero-G center to see which is better.
Now, check those attached screenshots and tell me if you'll ever build the SPC again...
