changing hotseat starting locations
How do I change the starting locations of civs in a hotseat game.
I want to play a hotseat Apolyton pack game on a premade world with more than 8 civs. But since my computer is a Pentium 133 (Yes! They call me Mister Patience) 24 civs is a bit much. And I would also like to choose the civs and their starting locations myself. The cheat mode button is not active in a hotseat game, so how do I go about starting a game like that.
