Modify or Make Civs?
Does anyone know how to make a civilization?
For example, I want to be able to negotiate with the Barbarians. But they don't have a diplomat. I made some new .tga pictures that I could plug in, but in the civ_str text file there is no leader for them?
How can I manipulate this, and maybe later manipulate or add other Civilizations.
What I have in mind is to build an all Republican Civ, with their personalities. And also a Democratic Civ in the same vain.
Put in a .tga of Reagan for the GOP and Hilary for the Dem's.
