XPM directory problems Configure output file

Okay, so I now know more. This might be a problem with my Cygwin X-server. The following include files are not on my drive.
# include
# include
I am not sure why though. I installed the xpm library through cygwin and this usually installs everything related to the package. Any ideas would be appreciated.
