Faction Modification question
Does anyone know of a way to modify a faction so that they are immune to some if not all atrocities?
I'm thinking of a specific faction who are media kings with a propaganda machine that allows them to cover up their underhanded (mis)deeds.
I would like them to be able to abuse their own populace with impunity (ala Nerve Staple with impunity) but have to pay the price when comitting atrocities against outside factions.
