I am still trying to figure why Manafort is supposed to be important. If he is a foreign agent, that would be espionage, but you are the first person to suggest that. Collusion is pretty vague and rarely illegal.

The Trump organization is under investigation for bank fraud and tax evasion. Settling with someone is one thing, obtaining the money through illegal means is an entirely different matter.
