Historical attitudes to chemical warfare

I was reading a "New Scientist" article about the rising use of what are effectively chemical warfare agents in domestic policing, while they remain banned by the Geneva protocols in warfare. That got me thinking about developing and changing attitudes on the subject.

Can anyone suggest some good stories/links on the issue, whether focussed on warfare or domestic security?
