    Well, Exile beat me to the punch. Racism was indeed behind the reason the Congress refused to annex Cuba. Racism was quite strong in America at this time (Well Duh, when isn't it? ), but not just towards Hispanics, but also towards the Irish, the Chinese, and several other groups. The United States had several opprotunities to annex various South American Republics, under dubious circumstances, but that's another story. Hawaii was almost abandoned because it was filled with little forigners, not suitable to white society, but strategic considerations won out in it's case. Many people really wanted, and fully expected Cuba to be annexed, so the final disposition was not a popular one. Teddy Roosevelt was bitterly disapointed that it was not made a state, for example.
