Stalemate (middle n/a)
Marginal Defeat
Decisive Defeat
Say the protagonist has 38 objectives but their are a total of 119 objectivs in the scenario. How should these be divided up between the four categories?

It´s hard to say without additional information. Facts like the location of the objectives, the power of the different units or the balance between the civs are important for this decision. So, if the objectives are nearby and Your units can conquer these cities easily, increase the victory-values. If You have a large map and not many turns in Your scenario, lower victory conditions can make more sense
