It didn't include any .wav's in the download, yet it was plainly intended to have customized sound...

No, this isn't a stupid question! I had this problem, also, when I played the scenario a year ago.
I was looking on a few civ-sites, but I didn't got them anywhere.
I think you should mail John to send you a copy of the sound files.
