    I've been thinking about creating a Refugee unit that behaves sort of like the "Desperate Partisans" crossed with caravans.

    When a city is taken, Refugees are created, (no attack, no defense worth mentioning) which basically don't do much except clog movement and perhaps create food problems for nearest friendly city.

    Two paths occur to me -- make them Barb units (so they're not under control of the player who lost the city) or set them up to GOTO nearest friendly city.

    However, there should be some mechanism to prevent simply killing or disbanding them -- maybe an EVENT that creates negative effects for anyone who acts against refugees.

    Any comments?

    Get a hold of Mr. Temba's Charlemagne Scenario, should be in CSC area of this site. He does a vary good job of refugee creation. His idea may be modifiable to fit what you want. His are more like caravans without the trade aspect of carvans. You take them into your city and use like caravans with wonders.

      Or check out my Congo! scenario, which first made use of this idea to deal with the 1998 war in central Africa (which still continues today, though you wouldn't know it from the media).

        This is going to be in my next (first) scenario....

        Basically I put the settler in the partisan slot...
