Help with the nukes

Can someone please tell me what does the "Set target" command of the nukes do? I couldn't find it in the manual.

The set target is how you can aim your nukes at another location and if you city is attacked then the nukes launch automatically, or so I am lead to believe.... so watch were you go attacking once nukes are available. Cold war here we come.

Just as a side-note. The nuke cannot be used as a tactical
weapon. If you hit an enemys army stack, only one unit will
be destroyed in the stack. (outside a city)
