AI Improved Strategy

I was recently playing on Very Hard using the Apolyton Pack. I was having more fun than ever before, but one action of the AI bugged me. My opponent (AI) was stonger than me and had 3 times as many ships. However, I put mine in fleets and sailed into the ocean to fight. The AI would not group his ships together and missed many opportunities to bombard my attacking ships. Subsequently, I killed about 3 to 1 and gained naval superiority. Can I adjust something to make the computer group better? Or is this just an AI thing and I will have to make them stronger and stronger to get a challenge.
