I am quite sure that the last thing that happened was that Fraze sent the turn to Steve who then bailed out. So a restart would involve Fraze sending the turn to Steve's replacement.

This is what happens when you get used to years of Civ2/SMAC... ...you must admit that CTP is, if anything, "different"... ...sometimes I still find the game itself a bit weird, so I guess it makes my attitude towards the PBEM a bit less enthusiastic, but I'll say first that I don't check the boards for my SMAC PBEMs as well. Just that they tend to email a bit more.
