Actually, the structured map isn't really a bad idea. The "Fixed Game 2" gmae that I'm playing is actually similar to that concept. The entire map has been built by Keygen and everything is custom designed (I might put the screen shots up on a website later). However, what I love about the map was, that somehow he managed to give it a random feel. And I dont mean that just in the sense of land structure, but in terms of resources as well.
Each civ seems to have its own little advantage over the others. One civ has more goody huts, one has more mountains , one has more rivers with forest tiles, one has more goods, one has more land. Stuff like that. However the differences in amount of "more stuff" that the civ has is not so much to make everythign tilt in that civs favour. (I'm not sure if keygen even intended to structure it that way - but it just ended up being something I noticed). This was all of us have more or less an equal start all are civs have a random feel due to the "very slight" advantage each civ has over the others in one field.(gold/production/food/land size/location)
Hope this helps you design a better map.
