Someone popped a unit or a tech.

I think we move the warrior 8, if it is a unit popped.

There is such a small chance of a scout having popped a warrior that is now 999 of EotS, but it is a chance none the less. 'Winning' a lottery and leaving this game by turn 8 is too big a chance to take.

Adding a single warrior to a civ gets rival average to 4333. It takes 2 warrior added to rivals to get the average to 4500.

Adding the Wheel to Qin drives the average to 4833 with no units added anywhere else.

Scouts have zero effect on the rival average.
