I just started a game this weekend on Emperor level, tiny map, archepello with mostly water as Greece with Classic Civ III 1.29f.
Little did I know when I started that this was going to be a No Luxary Challenge.
I thought it was odd that there no luxary tiles on my starting land mass and when Mapmaking became adviable, my Roman neighbor had no luxaries either, but evenually found out that there were no luxaries anywhere on the map.
In addition, there were no rivers anywhere on the map, and only 1 tile with a fresh water lake (about as far away from my starting area as you could get, occuplied by the Babs.)
Lessons so far:
The AI gets extra cranky when there's no luxaries. There have been several times as many wars in this game than any other game I've been in.
When you are a Monarchy, you get extra happy citizens when at war. (Appears to be a free 10% luxaries.)
