Here's just a simple list of things every team needs come December 1st:
A name
At least 5 members
A civ picked out that's not what another team has
A 15x19 pixel icon representing itself
A goverment structure of some sort
Someone to play the game
Someone to conduct diplomacy with other teams and a PR representative
Some way to usher in new government officials (or anarchy... if that's what you want)
Someone who can pass the game on to the next team quickly
