I don't think this got posted in the Civ3 PBEM forum, and we're a pretty big contingent nowadays ... and most of the people I know here haven't voted yet. Not very many PBEMers have been elected in the history of this - in fact, of the names on that list, only Paddy and Alexman have been active enough PBEMers for me to recognize. 
Just post in that thread, or any of the similar threads in various other fora (OT, OG, etc.) your three selections, and if you can figure out how many votes you get also post that...
