In the Ancient world, a city was something to behold.

When Alexander the Great took his armies "across the World," he took them from Greece to India. That was a mighty feat for the time.

I like the idea of a scale that increases with time and technology. In the ancient area, the scale should be small and city-centered.

As time progresses, one benefit of technology should be the ability to manage groups of cities as provinces or even regions.

This would add a new element to the game. There should be lots of micromanagement in the start when mobility is limited. Towards the end, cities blend into provinces and each province is treated much like a city was. The scale is increased accordingly, so that moving around a continent is about as difficult as it was to move around a region in the early part of the game.

I have a problem with the fact that Civ plays essentially the same from beginning to end. The only real difference is the amount of mobility or damage that a unit can give or receive.
