Civ III has a low budget ,agree?

Civ III game was made with a low budget, do you all agree?No wonder movier is a good sign that they had a limited budget to make the game.No Multiplayer is a good sign too.Well,the Civ III movie wasnt as majestic as Civ II another sign too .All agree or not?
