I only play Emporer level. At least early in the game it seems like no matter how much I put towards tech it takes the same number of turns. Is there a max rate you can get tech?
I will have Science at 20% and be getting +25 gold a turn...Monarchy in 12 turns. Then I will put Science all the way up to 100% getting -3 gold a turn and Monarchy STILL takes 12 turns.
Why is this? And if there is a max I wish the game wouldnt let me waste money.

PS I dont want to start a gripe thread so Ill put my current beef here. I wish there was a warning at the end of turn as to which cities were about to revolt. Checking all your cities each turn is annoying and I dont trust Govs to do the best thing...*shrug*
