It's pretty clear that in conducting diplomacy, the AI is not correctly evaluating "dead end" techs where the only value is the associated Wonder.
Tokugawa gave me 30 gold per turn for Free Artistry after I had already built Shakespeare's Theater... And giving Free Artistry to other civs gave me a dramatic boost in my relations.
