It appears that borders are based on the culture strength of individual cities in a civ. In one of the screen shots it appears that if my civ has two cities near each other, and their individual borders are only 1 tile apart, then that tile is inlcuded within the borders too.
Does this mean the cultural influence of a city reaches beyond the border itself? The tiles just outside my borders still have some cultural strength.
If so, then can we expect to have "culture battles" as well as unit battles, as the strength of my city's culture overshadows the weaker borders of my contiguous enemy?
