Builder - if you start up civ2 (any version except ToT) and Start Scenario instead of Start New Game you will see two .scn files listed in the main directory Rome.scn and WW2.scn.

Carolus - I think it would be do-able with the Neutrals since you just have to capture capitals. Plus that lets you defend the Hemland.
