I think Urban Ranger is refering to these two threads:

But they were started 8 hours and 23 minutes apart, so I don't think there's anything odd about it. The only other thread Coug 3 started in the past days is this one:
Do they have televisions in Greece?, started on July 18, 18:48
The 8 hour thread starting restriction seems to be working fine from a technical viewpoint as well for spam prevention purposes!

There are few decent discussions now in the OT. Whether the eight-hour rule has contributed to this...ah well, I don't have enough information to know that
