One of Morgan's biggest strengths is it's +1 economy, and its +1 commerce on top of that. Commerce is also dirrectly related to the number of economic techs we get. It is most important that we have many trade routes as possible if we want any trade.
A question I want to pose, is how important will trade be for us? How bribable the AIs? How willing the humans to engage in trade with us?

That's an interesting question.
In the last game, the factions initially pacted with the first faction they met (Drones and Hive, PEACE and CyCon), and after the PEACE-CyCon breakup, CyCon with PUT. Very early on, the Hive went gunning for PUT, based, I understand, on some ACDG Game 1 bitterness between Archaic and Voltaire
I don't see that in this game (carryover animosity, that is). Commerce income for us is crucial - and we must be wary of a common PBEM tactic of other human players demanding 1/2 of the additional ec's we get thru Pacts and Treaties - if we do agree, put a sunset clause on the arrangement, such as ten por twenty turns. These types of arrangements just devalue the worth of Pacts and Treaties to us.
Let's look at possibilities with the AI:
They will be Peacekeepers, University, Hive. We should be able to pact for the duration with the PK's, and at least until we run Wealth for an extended period, with the University (but he'll love us if we change to "Knowledge"). The Hive may prove a problem, though, as we're likely to be Demo fairly early on in the game, and the alternatives - Police or Fundy - aren't all that appealing (although I've read that some players do well with Morgan as a Police state - but that would piss off Lal) So we may have to choose between lal and yang for a long term relationship
Other teams:
I imagine that Sparta will be out to hunt us down fairly early in the game, as they'll reckon we're the "soft" target. But alliances with them could be fruitful. They're not the best researchers, nor builders, and we'll do both well. they're good explorters and fighters, and we do both badly. So there could be some promise there
If Gaia roleplays, we'll be at loggerheads from the beginning. Unless we go "Green", I'd say we prepare for an inevitable war with them
Angels, in my opinion, are the "rogue" faction, made up largely of the last game's Pirates. In theory, they should be friends with Morgan - at least in SP games I find that they are very compatible, but who knows with human teams. I'd say that we try to embrace them as equals, offering techs, Treaties and Pacts, and keep them sweet and reasonable
So, to summarize:
I'd try for longterm Pacts with: Peacekeepers, University, and Angels
I'd Pact with, but be wary of: Sparta and the Hive
I'd Treaty with, but be suspicious of the Gaians

Basicaly go with as many Pacts and Treaties as Possible I say, manipulate the AI's and give sweeteners to Human Teams (but make shure the deal is still more profitable for US). Also we will want to get a global Trade Pact up and running as soon as possible.
I also belive the Angels/Pirates are going to be rather Build oriented and try to stay "above the fray" as traders. As thats how the Pirates played last game ofcorse they might be more cautius of other factions this time particularly the Spartans which if anyone has reason to feel animosity towards anyone it would be the Angels bitter over their defeat at the Hands of Cycon a policy enacted primarily by Drouge and Maniac. Its debatable how much the Pirates know and blame the individuals for that war though and now it seems that Drouge may become the Moderator so animosity seems a remote possibility.
Our relationship with Sparta will depend much on our distance from them. I pray we dont start on the same land mass, if we do were in trouble. Idealy we want some AI (preferably Yang) to act as a Buffer bettween us. We can then try to work out a deal bywhich they leave us AND the AI's that are friendly with us alone in exchange for funds/support. Idealy we want Sparta and Gaians fighting (makes some roleplaying sense) with us and Angels on the side lines. We can then outbuild the Angels and beat them in the end game with our mass.

Diplomacy and Commerce with the AI is not my strength. I'm too self-reliant and stingy, and never want to give them anything. Not surprisingly, I get no pacts, one or two treaties, and a bunch of vendettas. On the plus side, this avoids giving away valuable techs that other teams could probe away from the AI.
Edits:
The Angels members might be a little cynical by now. Their relations with CyCon, well, never mind... The Drones and Hive assistance was definitely too little, too late.
If HongHu stays with the Gaians, somehow I think she'll stick to the "everybody let's love each other" ethos, but I don't know if the others will feel the same.
