What is annoying...
...is the fact that a civ with less than half of my cities (10 to 24) is able to keep researching more tech than I do. Although I do have almost everywhere libraries or universities, public schools or research labs. And fully developped the research social policies...and have +30 happiness and they (Koreans) have dissidents. I play on Prince level but this is ridiculous...
