How do I view the complete rule set?

I have an idea for a mod that is simply a minor alteration of the existing rule sets. Nothing new will be added really, just a few tweaks to the underlying economic formulas.

I've loaded modbuddy but I cannot find the existing game's ruleset. How do I?
