  • "Black mark" bug?

Hi. As everyone knows, your civilization will be considered less trustworthy by the AI if you exploit a RoP agreement to attack an enemy. I was under the impression that this would only happen if you attacked an enemy while using a RoP agreement, and that no other set of circumstances would trigger the black mark effect.
Little did I realize that apparently, the AI couldn't care less whether or not you had a RoP when you attack. It seems to only check that your troops were in the civilization's territory on the same turn that war began between the two of you. Obviously, this makes the strategy of moving troops just into enemy territory and then declaring war, to gain a one-turn movement advantage, much less desirable.
My question, then, is twofold: is this a bug or a feature, and is it already known? If the answer to the latter part is "yes", is there any way to get around it? Thanks for any help.
