anyone know why spy and diplomacy missions would be unavailable after lots of nukes/icbms have been fired?
All capitals of each civs (except one) have been nuked, including mine. I have spies in each civs, and one embassy open (with a civ I'm at peace with). I do have the intelligence agency, and my capital is connected to my trade network.
When can I resume spy missions? Or what do I have to do to resume? I really need to steal enemy plans, only one civ has nukes and they are aboard nuke subs (military advisor still shows total enemy unit) I'm assuming, and I have to take them out!
