BUG: Subs cannot lurk inside AI Civ's borders
The AI seems to always know when your subs are within their borders, even though they are supposed to be invisible....
The instant I move a sub inside the AI's borders they know about it, even if they have no ships anywhere in the area and can't even build destroyers/subs themselves yet.
Subs should be able to lurk right off their coasts and remain undetected until a ship spots them.
