BUG? Trade continues during anarchy
This seems like a bug to me because it violates the "spirit" of Anarchy.
Currently during Anarchy any pre-existing trades with other Civs continue, whether they result in trade of goods or trade of monies. Considering that Anarchy is described in the documentation as so chaotic that all tax revenue, learning, and production is suspended, it would seem that all trade likewise would be suspended. I was quite surprised when I had +23 income during one period of anarchy while civs kept paying me for goods and services rendered!
Possibly, all pre-existing trades could be considered null and void ("Oh, that ABM treaty was with the USSR, but you're Russia now so it doesn't apply!"
), requiring renegotiation after the new government is installed.
