It is way too easy in concept and too difficult in implementation to make a deal with another civilization in this game. By that, I mean that all one has to do is tweak the parameters of a deal (the difficult part, because the UI is a pain and it consumes time) until one's advisor says, "This deal will probably be acceptable." Then, in my experience, the deal is accepted 100% of the time!
Anything less, from "They will probably be insulted by this deal" to "We're getting close to a deal here" is in contrast rejected 100% of the time!
Anytime I get any message less than "acceptable", I begin the methodical tweaking upward until I reach "acceptable". Or when I get "acceptable" with my initial offer, I tweak downward to find the lowest offer.
It seems the advisor is not actually advising, and if this remains so I would rather know straight out what the minimum is that the foreign Civ would want for what I put on the table.
Ideally, however, I would like there to be some chance, appropriately high or low, that the deal will be accepted and, if rejected, that I be penalized by being prevented from contacting that civ for a minimum of one turn--much more if I really insulted them with my offer!
That would add some variety and chance to what right now is a very cut-and-dry situation.
