I know Civ3 is different than previous civilizations, but there is something that has really been bothering me on my first game. Why does a city keep wasting all but 1 of it's production units? Even years after I've conquored the city, it still wastes all but 1 or 2. Even after I've switched to Republic, it still does the same damn thing. I've built, courthouses, temples, cathedrals, etc. NOTHING seems to get it going. WTF is going on? I know that a Forbidden Palace will help, but what would happen when I conquor cities on another continent?
