MOD: (C3C) Locked Horns

An all-out slug-fest between four great nations - Germany, Russia, China, and America. All nations are locked in war with each other - there is no diplomacy. Apart from this, standard rules apply.

Although this is a very simple mod change, it is quite a challenge to play. Any veterans out there willing to tackle this one?
