I put a post in previously about the fact the mouse seemed slow in CIVIII i.e. it was not the same as the desctop.
After a bit of poking around I noticed a check button the the 'Motion' tab of the Mouse properties (I have a logitech mouse).
The check box was 'Disable acceleration in games'. When I unchecked this the mouse in CIV acts the same as the desktop and also becuase the mouse is faster the scrool speed is also faster.
I am not sure what a 'game' is, maybe something that runs in full screen mode.
