The very first idea I had for a scenario, I looked at the greatly improved ToT macro language and could not find the key trigger I needed. In fact there are remarkably few kinds of triggers. Have you scenario builders been complaining and asking for more?
It seems to me that it could be hard to add and debug triggers in places where the game itself does not react to changes, but why not make triggers available just about everywhere that the game reacts?
I would be happy to have some "restricted triggers" that could only set flags and do no other action; we could then react to the flag changes when the civ engine is willing to process general triggers.
The missing trigger for me (please tell me if it's there and I missed it) is NUMBER OF CITIZENS (in a city).
