Anyway, this question just came up for me after Bhuric's latest unofficial patch:
Are civs running State Property supposed to be able to *found* corporations?
Seems counter-intuitive to me. If you're running SP, you've given up any benefits for corporations -- so why should you get to found one? It also has strategic implications in that a civ running SP might found a corporation just to deny it to someone else. But I haven't seen any official guidance on this one way or another.
