Here's an XML file that replaces the diplomacy music for Stalin from Catherine's to Peter's (Volga boat song). Not only does it fit better, in my opinion, it's more nostalgic since it was his music back in the original Civilization.
It goes in the following directory:
\\Civilization 4\Warlords\Assets\XML\Civilizations
Back up the original file, and replace it with the attached file.
