i think it kind of sucks that overlapping tiles can't get the food bonus from a lighthouse. for example in my attached saved game, i wanted more food in non-coastal shanghai, which has two water tiles which overlap with my newly built coastal city of suzhou, which i founded specifically to see if i could erect a lighthouse there and give that bonus to shanghai instead.
